  Canada Expands Access to Low-Wage Foreign Workers for Multi-Site Employers in 2026 Canada has introduced an important change to the Temporary Foreign Worker Program that could expand access to low-wage temporary foreign workers for certain employers operating multiple small work locations. The update, published by Employment and Social Development Canada (ESDC) on August 18, 2026 , changes how the cap on low-wage temporary foreign workers is calculated for employers with fewer than 10 employees at a particular work location.
